2005 R1200RT fuel neck rubber torn

That rubber insert in the fuel filler under the gas cap I'd torn. It almost fell into the tank but I pulled out of before that could happen. So do I need it? What is its purpose?

Is this the component that people removed to gain a little more tank volume?

I have several in my junk drawer. It is supposed to keep you from overfilling your tank. Toss it out and gain 2/10 of a gallon.
